  • “Review of the state’s private insurance and Medicaid regulations to ensure that persons with substance use disorder are not ‘forced to fail’ before getting access to appropriate substance abuse treatment”

Delaware’s plan seems to be much more focused upon getting the individuals struggling into treatment, rather than many state plans which tend to focus upon the criminality and legality of drug abuse.  While there are laws against many drugs, the reality is that imprisonment and punishment does much less for addicts in comparison to treatment.  Perhaps collaborating with Delaware treatment centers to implement these recommendations could be the key in successfully bringing them about. 

Attempting to Curb the Fatalities of Opiates

Delaware Attorney General has been recommending these changes due to the rate at which prescription painkillers and heroin have been damaging the people of the state.  An article from Delaware State News states, “One hundred eighty-six people fatally overdosed in Delaware in 2014, the equivalent of one person every other day. But that number, while startling, is eclipsed by 2015’s figure: 228.” Overdose rates like this absolutely raise the need for proper implementation of a plan to change it. 

There needs to be a paradigm shift upon the time frame in which these individuals are handled.  As stated previously, many times individuals caught using or in unauthorized possession of drugs like these are put into the hands of the justice system.  It is this point at which getting them into a Delaware rehab center rather than justice actions would be ideal.  Often times when released from jail or prison, where they generally have not received treatment, they dive right back into drugs.  Sending them to rehab before using legal measures could be the crux upon which the reduction of the overdose rates depends.  Rather than imprisonment, courts can begin to mandate more people directly into treatment centers.  While mandated treatment is not always successful, it could be a much better standard procedure to begin with this action.  If they receive addiction treatment at an earlier stage, it may not ever reach the point of overdose.  Of course, the individuals who have overdosed need to be stabilized and then immediately put into addiction treatment. 

Drug and alcohol addiction are some of the worse conditions that an individual can fall into.  Hence, why it is important for someone struggling with an addiction to receive treatment for it right away.  Addiction of longevity a majority of the time does nothing but worsen.  When seeking a treatment center, it is important to find the proper fit for an individual.  Addiction does not have a one size fits all or uniform solution.  It requires unique and individualized treatment to address particular underlying conditions.
